War Communism
In the summer of 1918 War communism was instituted. The industry was nationalized, compulsory labour war brought in, private trade was suppressed, and peasants were forced to hand over their entire produce except bare essentials.
By the time it was 1921 Lenin realized that this war communism was not causing a recovery.
He changed the economic plan by bringing in the NEP(New Economic Policy). Some private trade was permitted, peasants could sell surplus, and small factories could be purchased by a co-operative for private ownership.
Some areas of the industry began to recover under the NEP.
